Proposed Development Sites

A summary from South Ribble Borough Council about what is happening:

Dear residents,

We would like to take the opportunity to clarify some misinformation currently circulating online regarding the Central Lancashire Local Plan. First and foremost, let us stress that we remain in the very early stages of a resident consultation – and therefore South Ribble Borough Council is neither against nor in favour of any of the sites being proposed. We remain completely neutral at this stage, having carried out no formal assessment whatsoever of the sites proposed.

Potential sites for development have been suggested by residents, land owners and developers during the ‘Call for Sites’ stage of the consultation, and whilst Part 1 and Part 2 of this stage have been completed, Call for Sites Part 3 is still open and will remain open until Friday 14 February 2020.

We encourage all residents to fully engage in the Call for Sites, so if you would like to submit a site for consideration for development or protection, please do so before the 14 February deadline.

Meanwhile, a second strand of the resident consultation is currently taking place. The Issues and Options Consultation, which also runs until Friday 14 February 2020, gives you the opportunity to tell us your views on the development of Central Lancashire over the next 15 years – what do you want to see? So, to reiterate (and reassure you all), this consultation is still at its early stages: at this point in time, we have merely consulted residents on their views regarding the suggested development sites that were submitted in the Call for Sites Part 1 and 2 but as we outline above, Part 3 is currently ongoing, so it is not too late to have your say and get involved in shaping Central Lancashire for the next 15 years.

We can also reassure residents that, upon the conclusion of this consultation, further scrutiny and public forums will be made available, culminating in an ‘Examination in Public’ with a Government Planning Inspector – and for any sites proposed which fall within the Green Belt, a Green Belt Review would need to be undertaken to bring such sites forward for consideration for allocation.

South Ribble Borough Council is neither against nor in favour of any of the sites suggested; we are merely engaging with the public on the submissions received to date – and welcoming further submissions from you all.

What is the consultation?

“As a partnership, we are looking for your views and ideas about the new Central Lancashire Local Plan, which will shape the future of the Central Lancashire area over the next 15 years. In that time, the population will grow. We need to ensure that we provide sufficient facilities to accommodate this growth. But we need to ensure that development coming forward is sustainable and addresses the impacts and challenges of climate change. We need your help to decide what type of homes, jobs and community facilities will be needed and where they should go. We also need to think about how enough school places, critical services and leisure facilities can be provided. ... Central Lancashire also contains a number of special places which need protecting.”

They are inviting comments in the form of the ‘Issues and Options survey’ found at https://centrallocalplan.citizenspace.com/central-team/issuesandoptions/consultation/

You can complete as much or as little as you like of the survey, though they will need you to complete the ‘Tell us Your Details’ section.

The survey is not timed and your progress is saved if you wish to return to it later however the deadline is 14 Feb 2020
